What should the state do about the lack of access to safe, affordable housing for the lowest-income New Yorkers – including those struggling with mental illness, physical disabilities, addiction, or reentry from jail or prison?

As Public Advocate, I would push to create a voucher system which would guarantee landlords rent, similar to the Section 8 program. This system would only be open to formerly incarcerated individuals who could not find housing with family and committed non-violent crimes. Vouchers would relieve the strain on our ever-dwindling affordable housing stock.
Como defensor Publico, yo empujaría por crear un sistema de abono que le garantiza a los propietarios el alquiler, similar al programa se Sección 8.Este sistema nada mas seria disponible para ex reclusos que no pueden encontrar vivienda con familia y que no han cometido crimines violentos. Este abono aliviaría la tensión de la situación de no poder encontrar viviendas de bajo costo.

All city agencies must work together in order to encourage reentry of previously incarcerated citizens back into the workforce. This can be done by: 1. Improving counseling services within the prison system; 2. Government should create a tax benefit for businesses that hire people with criminal records; 3. These job skills and educationally based goals can be matched through an online database that employers can link into; 4. Government should assist people with criminal records in obtaining education or vocational training; 5. Utilize the resources at the Department of Small Business Services (SBS) to assist with job placement through Workforce One
Todas las agencies de la ciudad deberían de trabajar juntos para animar la reintegración de ex reclusos en el comercio. Esto puede hacerse en: 1) mejorando servicios consejeros dentro del sistema de prisión; 2) El gobierno debería crear un beneficio de impuestos para negocios que contractan a las personas con historiales criminales; 3) Estas metas de tácticas y educación pueden ser acopladas con el internet para que los empleadores lo pueden ver; 4) El gobierno debe de ayuda a las personas con historiales criminales de conseguir entrenamiento educacional o vacacional; 5) Utilizar los recursos del Departamento de negocios pequeños para asistir en colocación de trabajo con Workforce One.

What are your views on closing New York prisons that are running below capacity?

As Public Advocate, I would sit on the Voter Assistance Commission (VAC). The VAC would be a great vehicle to help reach out to recently released inmates to provide them with information on their voting rights. The Board of Elections can also provide a handbook to the Department of Corrections, which can be published by the VAC and be given to discharged inmates. Election officials must be held accountable and must be educated about election laws. In February, I called for the City Council to appoint a Bronx representative to the VAC, which has yet to happen. If elected, I will fight for appointments to these positions.
Como defensor púbico, yo me sentaría en la Comisión de Asistencia al Votante. Esto seria un buen vehículo para ayuda r a los ex reclusos y proveerle con información de su derecho al voto. La Junta de Elecciones también puede suplir un manual al Departamento de Corrección, que puede ser publicado por la Comisión de Asistencia al Votante y dados a los reclusos que son liberados. Oficiales de las elecciones deberían de ser responsables y deberían de ser educados sobre las leyes de elecciones. En febrero, yo llame para que el concejal de la ciudad ponga a un representante en la Comisión de Asistencia al Votante, y todavía no ha pasado. Si soy elegido, yo luchare por dirigir estas posiciones.

How should the State promote employment for job-seekers who have criminal records? How can the private sector be encouraged to help with this?

While I am not opposed to building a new facility, we must do more to reduce the amount of inmates in our jail system and work towards better ways of incarceration, especially amongst young people. There clearly are advantages of reducing the capacity of the facility at Riker’s Island and housing more detainees in community-based facilities. I support a Borough Jail plan if it would reduced repeat incarceration, be better for public safety, provide better justice for the public, inmates and their families, improve their prospects for successfully reentering the community and provide more humane, safe facilities for inmates.
Mientras yo no me opongo en construir una facilidad nueva, deberíamos de reducir la cantidad de reclusos en nuestros sistema de cárcel y trabajar para conseguir mejores formas de encarcelamiento., especialmente entre jóvenes. Claramente hay ventaja en reducir la cantidad de la facilidad de la Isla de Rikers y encontrándoles viviendas a reclusos en facilidades en la comunidad. Yo apoyaría el plan de construir cárceles en los condados si redujera las personas que vuelven a ser encarcelados, seria mejor para la seguridad del publico, preverá mejor justicia para el publico, reclusos y sus familiares, mejoraría sus prospecto de reintegrarse a la comunidad con éxito y prever mas facilidades seguras y humanitaria para los reclusos.

What are your views on the NYPD’s stop-and-frisk practices? What steps should the city and/or NYPD take to improve relations between the police and residents, particularly in communities of color?

I am skeptical that stimulus money will go towards creating real jobs in our city, especially in the Bronx with the highest unemployment rate. Stimulus money has many strings attached, with requirements that money can only be spent if a project is “ready to go.” Money should be spent where needed on projects that make sense for the community. Everyone must have a voice in deciding how these funds will be spent, including environmental justice organizations. As Public Advocate I would partner with these groups to ensure that the stimulus money is accounted for and being spent wisely, the way the taxpayers and advocacy groups want it to be spent.
Estoy un poco escéptico que el dinero del estimulo se use para crear verdaderos trabajos en nuestra ciudad, especialmente en el Bronx que tiene el porcentaje mas alto de desempleo. El dinero del estimulo tiene muchos cuerdas adjuntadas, con requisitos que el dinero debe ser usado si el proyecto “esta listo.” El dinero debe ser usado en proyectos necesarios que ayudaría a la comunidad. Todos deben de tener una voz en la decisión de como usar los fondos. Incluyendo organizaciones de justicia ambiental. Como defensor publico, yo me patrocinaría con estos grupos para asegurarme que el dinero del estimulo sea justificado y usado sabiamente, la forma en que los que pagan impuestos y grupos defensores quieran que sea usado.

What are your views on the stop-and-frisk practices and the new pilot initiative? What steps should the city and/or NYPD take to improve relations between the police department and residents, particularly in communities of color?

The statistics speak for themselves. For decades, elected officials have talked about doing something about racial profiling. We heard a lot of talk about solutions under Mayor Bloomberg’s administration – yet the city and NYPD continue to be reactive rather than proactive. Cards are a step in the right direction--handing out an info card AFTER a stop only goes so far.
As Public Advocate, I would hold a summit on race relations, and I would partner with Police Precinct Councils across the city to monitor these issues and start a long overdue dialogue about how the community can interact better with the NYPD.
La estadísticas hablan por si misma. Por décadas, oficiales elegimos han hablado de hacer algo sobre discriminación racial. Oímos mucho hablar de soluciones a este asunto bajo la administración de Bloomberg- pero todavía la ciudad y el Departamento de Policía de Nueva York continúan de ser reactivos en vez de productivos. Tarjetas son un escalón en la dirección correcta- distribuyendo tarjetas de información después de han sido parrado no cambia casi nada. Como defensor publico, yo mantuviera una altura en relaciones raciales, y me patrocinare con concejales de los precintos de policía alrededor de la ciudad para monitorear estos asuntos y comenzar un dialogo de como la ciudad puede llevarse mejor con la policía de Nueva York.

What are your views on the City Council taking legislative action that is contrary to past voter referenda? Would you take this type of action if elected to the City Council?

What the City Council did was wrong and creates a complete lack of trust between our elected officials and the voters. I fought this term limit extension by setting up a website and collecting petition signatures to stop the vote by the City Council. The City Council should have never overturned these referenda. I’m running for Public Advocate for reasons like this; we have a City Council that works closely with the Mayor and now more than ever we need an independent voice in government to say enough is enough! I would never have voted in favor of this measure; it was already decided, twice.
Lo que hizo el Concejal de la Ciudad estuvo mal y crea una falta de confianza entre los oficiales elegidos y los votantes. Yo luche contra la extensión de un limite de tiempo con crear un sitio en el internet y colectando firmas de peticiones para parrar el voto del consejo de la ciudad. El Concejal de la Ciudad no debería de haber volcado este referendo. Yo estoy corriendo por Defensor Publico por razón es como estas: tenemos un concejal de la ciudad que trabaja muy cerca del gobernador y ahora mas que nunca necesitamos una voz en el gobierno que diga cuando ya basta!! Yo nunca hubiera votado a favor de este asunto; ya fue decidido dos veces.
